Permits and feasibility
for a tire recycling plant

The machinery is one part of the project. The other is getting it cleared to operate.

A tire recycling plant is not held up by the machine: it is held up by the permit file. Before committing capital, the first question to answer is whether the authority will let you operate on that site.

Before investing

You need to know what it takes
to be allowed to operate

A tire recycling plant is not held up by the machine: it is held up by the permit file. GITV coordinates the regulatory route so that permits, site preparation, manufacturing and installation advance as a single project.

The complexity is not in filling out forms

It is in knowing what applies to your site, what enables what, what can advance in parallel and what must not be filed yet. An incorrect sequence triggers deficiency notices, refiled dossiers and additional months before start-up.

And it is not a matter of researching more: requirements change by municipality, by state and by each agency's current schedule of fees. The same plant is processed differently in Hidalgo than in Durango.

The costliest mistake

Both clocks
must run together

Your line is manufactured in 60 to 80 business days. The regulatory file takes considerably longer. If you buy the equipment first, it sits idle in the yard waiting for a resolution — with the capital already committed.

The correct order is the other way round

Al contratar maquinaria, GITV can start the regulatory coordination from the deposit onwards, so the documentation advances in parallel with manufacturing, site preparation and installation.

Both clocks run together and the plant opens when the machine arrives, not months later.

GITV methodology

Four moments.
One coordinated route.

The client does not need to become a regulatory specialist. They need to know where they stand, what is missing and which decision comes next.

01 · Feasibility assessmentWe review the site in person, the current land use, the project configuration and the applicable obligations. We also carry out the local enquiries and approaches needed to validate the regulatory scenario.
02 · Regulatory engineeringWe structure the dossier, identify the required studies and signatories, and define the critical path specific to your project.
03 · Coordinated managementFilings, follow-ups and responses are scheduled so that no procedure is submitted before the instrument that enables it is in hand.
04 · Clearance to operateWe coordinate the closing of conditions and the documentary progress up to the instruments corresponding to the contracted scope.

The full methodology is not published here

The detailed sequence, the responsible parties, the agencies, the schedule and the applicable documentation are built for your site and your project within the contracted service. Publishing it in full would not help you: your project's route is not somebody else's.

Ways to engage

Choose how much
you want to delegate

Not every project needs the same level of support. The service is split according to the decision you want to resolve.

When you do not need this service

If you are moving into an industrial park with land use already approved for special-handling waste, if your operation does not exceed the thresholds requiring an environmental impact statement, or if you already have an agent who knows your local authorities, you probably do not need us for this — and we will tell you before charging you. In those cases it is worth engaging only the assessment, to confirm that the scenario you assume is the real one.

Scope and external costs

What the fee covers
and what falls outside

Do not confuse it with the technical site assessment

El feasibility assessment answers whether the authority will let you operate there: land use, applicable obligations and regulatory route. The technical site assessment answers whether the land can physically take the line: area, clear height, floor, access and electrical capacity.

They are two different questions with two different deliverables, and they are engaged separately. If you need both, we coordinate a single site visit to gather the information for each.

Government fees

Each agency charges its own. They are paid at the official rate, against receipt, with no GITV margin or commission. The amount depends on area, municipality, state and current fee schedules — and is settled in the feasibility assessment, which is one of the things that work resolves.

Third-party studies and travel

The soil mechanics study is quoted separately according to the number of boreholes. Other specialised studies, when applicable, are budgeted with their own scope.

The fee covers the professional work and does not include getting to your site. A project in Hidalgo or neighbouring states generates practically no travel costs because it is served from our plant; one in Guadalajara, Monterrey or Cancún does. They are budgeted by destination and authorised before anyone travels.

This service is engaged together with plant preparation

The soil mechanics study required by the regulatory file is the same one that defines the machinery foundations. Engaged together, a single study is specified that serves both scopes. When they go separately, it is common to pay for it twice or to discover too late that the one done for the permit lacks the detail the construction needs.

Assessment

Assess your permitting route

Tell us where you want to build and what you will produce.

Starting with limited capital? Do not start with the machine. The order that works is: first know who will buy your product, then get the permit under way and secure the tires. With that clear, the machine sizes itself. Tell us your case below and we will guide you in a free 20-minute call.
